Open Question: Weighted GPA is 2.2. Chances of college acceptance?

I am in a very stressed situation because of slacking off in 10th grade due to some incidents. My weighted GPA is 2.2 and I am a senior. I have not participated in any afterschool activities besides badminton this year and trying out for volleyball last year, although I could not stay long. I did good in 9th, dropped in 10th, and improved slightly in 11th. In the first quarter of senior year i received a 3.14. I am currently taking 2 AP Classes (literature and psychology)and will switch one of my other regular classes into an honors class next semester. I took Honors Chemistry, Honors Health, and Honors English in 11th grade and with C's and A in health. I truly really want to be a student at the University of Texas at Austin. Other schools that have caught my interest are UMBC, Reed, and perhaps Maryland. I have taken the SAT twice. I scored 1130 first time and 1370 second time. I plan to take it again soon as well as the ACT. I am working on my service hours, and college essays right now. How high are my chances now?
